ICTQT contributes to discussion on supporting breakthrough technologies in Poland

Marcin Pawłowski, Head of the Quantum Cybersecurity and Communication Group at the International Centre for Theory of Quantum Technologies (ICTQT), University of Gdańsk, took part in the conference “Breakthrough Technologies. 12 Months Later. Time for the Next Step”, held on 16 September 2026 at the Presidential Palace in Warsaw.

The conference brought together representatives of science, technology, business and public institutions to discuss the conditions required for the development of breakthrough technologies in Poland. The meeting was held in the context of discussions surrounding the proposed Breakthrough Technologies Development Fund and addressed areas including quantum technologies, artificial intelligence, cybersecurity, cryptography and biotechnology.

Marcin Pawłowski participated in a panel devoted to a fundamental question: what kind of support do breakthrough technologies need to develop successfully?

The discussion addressed the challenges involved in moving from scientific research and promising prototypes towards practical implementation and wider deployment. These include access to appropriate financing, regulatory frameworks, long-term support for research and development, and effective cooperation between academia, industry and public institutions.

These challenges are particularly relevant for quantum technologies, where the path from fundamental research to mature technological solutions can require sustained investment, highly specialized expertise and close collaboration between different parts of the innovation ecosystem.

As Head of ICTQT’s Quantum Cybersecurity and Communication Group, Marcin Pawłowski brought the perspective of researchers working in an area where fundamental quantum science meets potential practical applications in secure communication, cryptography and information technologies.

ICTQT’s participation in the conference provided an opportunity to include the perspective of the quantum technology community in the broader discussion on how Poland can create conditions supporting the development and implementation of emerging technologies.

The conference was part of a series of meetings held at the Presidential Palace devoted to legislative initiatives submitted to the Polish Parliament by the President of the Republic of Poland.
